Mr Ajay Saxena has a multi-dimensional career spanning over 28 years
ranging
from women Empowerment, rural development to Infrastructure on variety of policies and
Projects.
He is a Post Graduate in Economics with specialization in Econometrics, Financial
Management
from IIMK and an MBA, a Law and Science Graduate.
He has more than 28 years of rich professional experience in diverse
fields. He has
served as
full time Public Private Partnership Expert from Asian Development Bank (ADB) to
Government of
Maharashtra for 8 years. Currently, he is assisting many Central and Maharashtra
Government
Agencies as Expert on PPP and non-PPP Procurement and Financing of projects and plans.
He is
also an advisor to National Investment and Infrastructure Fund Limited (NIIFL).
He has facilitated the development of some of India’s key
infrastructure development projects with departments such as Finance, Public Works
Department, city centric corporations, Mumbai Port Trusts, Mumbai Metro Rail Company and
Regional Development Authorities. He is an expert member (on PPP) on various committees
of the Government, Government Agencies and Local Bodies in Maharashtra. He has been
included as PPP Expert in National Task Force (NTF) on 24xT Water Supply to disseminate
knowledge and extend handholding support to States/UTs and Cities in implementing 24x7
water Supply projects under AMRUT 2.0
He has successfully contributed towards resolving disputes between
concessioning authorities and concessionaires including SEZ, Hospital, Street Lights.
During his hard-core PPP professional tenure of over 20 years working
with ADB, Government and private sector entities in different capacities, he has worked
on PPP Policy development, Toll Policy, Procurement Policy, PPP Toolkits for water, SWM,
roads, health education and transport and Project Structuring. His professional
contributions at different stages of Projects, have resulted in decision making of over
100 projects with a valuation of over INR 75,000 crores. Major Projects which he has
contributed are Navi Mumbai International Airport, Diagnostic Centers in Maharashtra,
Energy Saving Street lights in Pune, MTDC Properties at various locations in
Maharashtra. He has successfully contributed towards India’s first Hyperloop project
discussion as a PPP Expert as part of Government of Maharashtra committee.
Earlier to this, he has worked on a World Bank Project to reclaim Sodic
Land in Uttar Pradesh as Head of Monitoring & Evaluation and was also the Project
Director for two World Bank and IFAD funded Projects viz. "Swashakti" Project - A
project for women Empowerment implemented under 17 districts of Uttar Pradesh and
"SAWERA - Sustainable Agriculture for Women Empowerment in Rural Areas (UP).
He headed an Independent Profit Center as Head Portals managing 42
Portals which also involved successful development of the CBIS to analyze the data and
monitor the users’ behavior & requirements on the sites and developed effective feedback
system. He was also one among three who conceived and managed India's no. 1 Map website
